Rachwal was convicted in 1993 for serious offenses involving inappropriate behavior toward horses. In 2010, he faced additional charges for similar actions.
Now, he’s in the spotlight again. A horse owner reportedly found one of their animals injured after seeing Rachwal flee the stable. Authorities say there is video evidence related to the incident.
